Rules Wizrd

I want to create a rule in Outlook 2002.
We don't have a exchange server.
I don't have the wizard to create rules.
Is this an option bij the installation??
 
It should be there on the Tools menu. If not, try resetting the menu and toolbars with View | Toolbars | Customize.
