rules wizard will not run with client turned off

Configured a rule using small business server 2003 and
office 2003. Have to log off when I leave. Messages never
get forwarded, even when I log back in. no option for
server based rule. Pls help.
 
I thought that there are two types of rules, client and server. Could it be
that you've created a client only rule? If so, then the rule runs on the
client, not the server, and so you'd have to be logged in for the rule to
run.

If you use the Out of Office Assistant, do the messages get forwarded? OoOA
is a server side set of instructions that do not require Outlook to be open
to run.
