Outlook will always reply using the account with which the message was
received.

not if you have multiple accounts under one .pst, then it only replies using
the account you have defaulted

There's no such thing as "multiple accounts under one PST". And I DO have
multiple accounts. Outlook replies using the same account that received the
messaeg.
