rules wizard has To and CC but NO BCC

There is no rule for receiving BCC because when you get send a BCC it means
it is a blind (carbon) copy and thus not visible. Too bad that there is no
rule for "When my name is not in the CC field" otherwise you could combine
it with "When my name is not in the To field"

Yes there is. Define a negative rule:

Apply this rule after the message arrives
<do something global>
except if my name is in the To or Cc box
[stop processing more rules]

If you want to move e-mails to a junk folder that don't have you listed
in the To and Cc fields, then the "<do something global>" clause becomes
"move it to the Junk folder".
