rules permissions

I have just started using Outlook after years of using
Outlook Express.
I imported my Rules and set up some new ones.
I keep getting an error message when I am downloading my
email saying that I don't have appropriate permissions on
a particular rule, and then it seems to
automatically turn off that rule so it is unchecked in the
rules wizard box.
I have gone to Help in Outlook and can't find anything to
help me. Can U?
 
Try starting Outlook in Safe Mode and see if it still happens. It could be
that an Add-in (Net Folders, virusscanner, firewall) prevent the rules from
completing. If so update or disable the add-in.

To start Outlook in safe mode open a Run command and type (adjust path when
necessary);
"C:\Program Files\Microsoft Office\Outlook.exe" /safe
