Rules Not Working

I've created a rule that seems to be a server-side rule. The rule is supposed to (assuming my criteria are met) reply back to the sender using an HTML email with a link in it.

Unfortunately, the only way I can get the rule to run is the Run Now option. I'm in Outlook 2000 SR-1. Yes, I will look to see if there are new SRs for it, but if someone can help me, I'd really appreciate it

What are the exact criteria and conditions for this rule?

Criteria is that it's PRIVATE, or has a particular Subject: header.

Action is to send reply email with a link to the original sender. I'd have our IS department set up something, but I want to monitor requests personally

Again, what is the *exact* action? Is it "reply using specific template" or "have server reply"?

Outlook 2000 has no Run Now option, so I don't understand what you're doing ther.

Outlook 2000. Under the rules wizard, I have an option to run now, including subfolders and all that. At the bottom of the Rules Wiz box is OK, Cancel, Run Now... and Options..

I'm having server reply using a specific message. I've typed the message and saved it, leaving all headers blank except for the subject
