Rules in error...message

I get the following message when my outlook email rules run automatically..

" you do not have the appropriate permissions

It disables the rule(s) at that point and does not perform the programmed action (usually delete)

When I recheck the rule(s) and run them automatically they run fine and disable themselves again

How do I set the permissions for these rules so that they do not automatically turn themselves off and run reliably all the time without my repeated intervention?
 
They all are used to permanently delete incoming messages...mostly spam
