Rules Based on Distribution Lists

Hello!

I'm trying to create a rule that accepts a distribution
list to automatically accept all mail from my contacts to
my Inbox. When I create the rule, I get the error:

'_Incoming Filter_' is a personal distribution list that
may not be used with this feature. Would you like to use
the individual members of '_Incoming Filter_' instead?

Any thoughts? Also, any ideas for doing this more easily?

I have to manage a very large number of not
only "whitelisted" incoming email contacts, but also a
large number of automated mailings (such as reports) that
are valid email.

Managing the individual members in the Rule could become
very difficult to manage. Also, in order to add a user to
the Rule, there has to be a contact for the email
address. This would be much more difficult to manage than
a Distribution List.

Oh, also:

Outlook 2000 SP-3.

I'm trying to "whitelist" all incoming email. That way, I
know that whatever makes it to my inbox is valid email.
I'll go back and read all the questionable email later.
