I have created six different "rules" for incoming e-mails and checked them to
be continually active.

The instructions indicate that we should place them in a certain order. I
have looked for detailed information on the how's and why's and cannot come
up with an explanation as to "why" they have to be in a certain order.

In each of the rules the respective email is to be forwarded to different
individuals. I'm finding that some individuals are receiving the email they
shouldn't be. Is that a result of the "order" status.

You haven't explained what your rules do. Maybe this little explanation
will help you understand why the order is important and a good thing to add
to your rules:

They run in the order shown in the list of rules. You can add the action
"stop processing further rules" to each rule and that can fix problems with
rules behaviour.

If you say: if subject contains "soccer", move to the "soccer" folder as
rule 1
then have rule 2 that says if it's from Judy Gleeson, "play a sound" and
"display a desktop alert".

I could send you an email mentioning soccer in the subject and it would move
to the soccer folder and rule 2 would NOT be applied to it as it was moved
before rule 2 had a chance to look at that email - that's why the order is
important.

Only you can decide the proper order of the rules and that depends on what
you want to happen to which messages.
In each of the rules the respective email is to be forwarded to
different individuals. I'm finding that some individuals are
receiving the email they shouldn't be. Is that a result of the
"order" status.

I suspect that you have multiple forwarding rules that are applying to a
single message to that two or more people each receive a copy. Include the
"stop processing more rules" action on those rules you want to be the last
rule in the list to act on any particular message. Outlook will apply ALL
rules to EACH message otherwise.
