rule and template

I have installed a rule to respond (using a template) to a particular email
address. The rule works, but only one time for each new session of Outlook.
With the second instance of the incomming email, the rule does not work. Any
ideas?
 
it works that way to prevent mail loops - some third party rules utilities
will send a reply to each message but it's not recommended.
 
If I remove the first email from the inbox along with the first rule; can I
create a second rule to handle another email front the same user? Will a
second and third rule work? Is there another way to accomplish my task
without causing a mail loop?

No, there is not a way to do it and prevent a mail loop. Any time you reply
to every message, you are at risk for a mail loop.
