The prefered is just the first DNS in the list. If the first server does not
answer in a timely manner it will switch to the second. If the first DNS
answers not found it will not even query the second. Once the stack switches
to the second DNS in the list it will continue to use it until you reset the
stack. There are several ways to do this including viewing the TCP/IP
properties sheet and clicking OK, ipconfig /registerdns, ipconfig /release
ipconfig /renew, rebooting the computer and doing anything to cause the
computer to reset the stack. There is a registry entry that changes this
behavior by resetting the stack after a certain period of time, but I cannot
find the article that refers to this right now.

server"168.95.1.1(true)"

I can't browser any web page

and I change the preferred dns 168.95.1.1 and alternate dns 1.2.3.4,I can
brower any webpage,so....

because the preferred dns is false, so it wouldn't answer any query,why does
the second no any answered

If the first answers NXDOMAIN it won't query the second. if the first one
times out (it may be too busy) it will query the second and then continue to
use the second.
It will only query the second DNS in the list if the first DNS does not give
a timely answer.
