RRAS unable to be configured

I'm hoping someone out there will be able to point out to me what I'm
missing. Here's the scenario:

Server1 is a Win2K server. Currently it is running DNS, DHCP and Terminal
Services.

I'm trying to enable and configure RRAS to allow a group of users to dial
into the network via modem. However, when I go into the console, the option
to 'Configure and Enable Routing and Remote Access' is unavailable to me.
Likewise, right-clicking on the server in the left hand pane and selecting
'Properties' yields up a window that states 'You do not have appropriate
permissions to view the properties.' and the server icon in the left hand
pane is displayed with a large red X.

I've triple verified that I am logged on as a local administrator (we're not
running Active Directory), and I've tried logging on with more than one
administrative account. I have RRAS up and running just fine on another
server, but would like to move the service to Server1. What am I missing?
Any help would be greatly appreciated.
 
Have you check if the dependent services for RRAS are running?

Is the "Remote Access Connection Manager" running?

"Remote Access Connection Manager" is running.

I keep coming back to the error message I get when I right-click on the
server in the RRAS console and select 'Properties'. It says "You do not have
the required permissions to view the properties." Again, I'm logged in as a
local administrator, so it just doesn't make any sense. Ideas?
 
I continued to investigate the problem from the point of services and
underlying dependancies. The "Routing and Remote Access" service is
dependant on the "Remote Procedure Call" service and a group of services
listed only as the NetBIOSGroup. At this point, I'm still unsure of what all
services are members of the NetBIOSGroup, but as it turns out the "Remote
Registry" service is a member of said group and if it is not running, a RRAS
cannot be configured on the machine. Once I started the service, the RRAS
was able to be configured without any problems.
