My W2K Server recently started flooding the network with packets;
Disabling RRAS solved the problem. This just started with no obvious
software changes. We have a Cisco router. Any ideas?

All server products come with a basic version of netmon, installable as an
optional component from Add/Remove Programs - with netmon you can find out
what kinds of packets are flooding the network. There are a couple possible
reasons if your server is running RRAS:

1. server is routing packets from elsewhere
2. there is a routing loop so the same packet gets bounced around

Knowing what kind of traffic is flooding the network will help you determine
the cause.
