rpt footer appearing in middle of report

I'm not sure what is wrong, I'm running a report and now for some odd reason
the footer is appearing in the various places in the report, just not at the
bottom where it is supposed to. Any idea what would cause this.

Page Footers are always at the bottom of the Page. Report Footers are not.
They appear immediately after the last data section.
