Typically this is an indication of a DNS problem. Either
The NIC on the DC isn't configured to use the right
server, or check to be sure dynamic registration is
enabled on the Zone and that there is a subdomain in the
zone file for the Child Domain or a delgation record on
the root zone and a forwarder on the child domain's DNS
server. A secondary (though not likely) cause could be
time synchronization between parent and child Domains.
PS: remember you need Enterprise Admin privledges to
introduce a new Domain into the Forest.
