RPC problem (not the same old same old) and Firewall issue

I have two problems that I need help fixing.

1) When setting the Failure responses for the RPC service
to "Take No Action," I also disabled RPC in the main
profile of XP (the only profile on that computer). This
was suggested as a fix by HP. Now when XP is starting up,
it spends a good few minutes on the "Welcome" screen.
After XP loads, all kinds of chaos ensues. The Taskbar
doesn't want to be moved or show up fully on screen (note:
I found a workaround to this by right clicking the small
area that is visible, checking "Autohide Taskbar,"
clicking Apply, then unchecking Autohide, and again
Applying. The Taskbar is then a bit more visible, and the
Start button is accessible. Ctrl-Esc does NOT bring up the
Start menu at all). I cannot access the RPC services
properties any longer. "Start" is listed as an available
option for RPC, but I get an error message saying I can't
start it. Next to nothing will run, files cannot be
dragged/copied to any other folder (but command line
copying still works). I cannot access the profiles of XP
either. I'm guessing I need to do a reinstall at this
point, but if anyone has a clue to fix this, it's more
than welcome.

Slightly more important is:

2) Internet Firewall does NOT work for me. I tried three
times before my problems listed above to turn on the
Firewall. All three times, my connection showed as
Firewalled. All three times, I was rebooted when
connecting to the internet. Does anyone else have this
problem?

**** You need to make sure you have a FIREWALL enabled ****

Open XP's "Help and Support" and type: FIREWALL , and hit enter.
Click on the topic titled "Enable or Disable Internet Connection Firewall".
