RPC-HTTP can't be configured in Outlook 2007

When I attempt to go to "More settings ..." from the account setup in order
to configure RPC-HTTP, I get the popup message "This e-mail account cannot be
configured. Run Outlook and select this profile before attempting to make
changes to it."

The instructions are useless, because Outlook will not start from the profile.
 
I have tried it with new and existing profiles, always outside the network.
