Row numbers are blue

I am using an excel file that was pased onto me and was set up to track job
orders through a department. I have noticed that my "Row Numbers" are BLUE
starting with line #3 which is also where the rows are locked so you can
scroll down the file but have the first 3 rows locked. I have asked others
at my work but knowone knows. "Why are the Row Numbers Blue?" Can someone
help with this question?

Your data is filtered. There should be drop down boxes in row 1. Find the
one in blue, click on it, and remove the selection.
