Routing issues

Hi, I have a question about setting up windows 2000
networking. I have a total of 7 (seven) workstation and
1 (one) server who is hooked up to one network switch,
and a DSL connection. Out of 7 (seven) workstations only
4 (four) will be allowed to use the server, the other 3
(three) needs to be on a workgroup and should be able to
access the internet. Right now the way we configured the
network is by setting up the 4 (four) workstations and 1
(one) server on a 192.168.0.0/24 subnet and the other 3
(three) workstations is configured on a 192.168.1.0/24
subnet. Now what we need to do is to have the server and
2 (two) workstations that is on a 192.168.1 subnet to be
able to share files back and forth without letting the
server access the internet. I know that there's a way to
do this and maybe there's just a routing settings that I
can run on the server so that we can do this task. Any
help will be very much appreciated. Thank you in advance.

Put everything in one network and do not set default gateway IP on the
server.
As the second thought, w/o access to the 'Net it would be hard to keep the
server up-to-date, you could face DNS problems etc etc etc. What's wrong
with the Internet access from the server and why is the setup so
complicated?
 
Thanks for the prompt response. Anyway, the reason why
the server needs to be ofline is due to he records and
data that's in the server. Most of them does not really
need an Internet access so having internet access on this
site is very unusual. They're also not willing to spend
a penny on firewalls for their security that's why it's
getting harder for us. Anyway, is there any other way of
configuring the network without configuring them on the
same subnet? As much as possible we want them to be on a
separate subnet. Again thank you very much for any help
