Routing and Remote Access

I am unable to start the routing and remote access service
on my server. It gives me the following errors.

An Error occurred while trying to start the Routing and
Remote access service on mainsrv.

In the event log i get 3 errors they are as follows

1. The routing and remote access service terminated with
service-specific error 771.

2. The routing and remote access service terminated with
the following error. Access denied

3. Remote access connection manager failed to start
because it could not create buffers. Restart the computer
access denined.

I have restarted the server and ensured all of the
dependent services are running.

Any ideas on what is going on?
 
Verify that the following services are started:
Remote Registry
Remote Procedure Call (RPC)

Then:
Verify the following permissions:
-System account has full control to the \winnt\temp directory.
-System account has full control of the \winnt\system32\IAS
-System account has full control of the ias.mdb and dnary.mdb files.
