routing and remote access won't load

Routing and remote access service will not start. It
returns the following error message:
The Routing and Remote Access service terminated with
service-specific error 2.

along with it (in event viewer) is the error message:
Unable to load C:\WINNT\System32\iprtrmgr.dll.

data
0000: 02 00 00 ...

Service pack 4 is installed, and acorrding to Technet,
the problem should have been resolved with SP4
Scince this problem has began, there are serious network
problems, and I need a fix ASAP.
