Routing and Remote Access Service unable to start...

Hello all,
Here is the error I got:

Event ID: 20103
Source: RemoteAccess
Description: Unable to load c:\winnt\system32\iprtrmgr.dll

I found the similar solution at Microsoft website, but the Source for
that event is Router, not RemoteAccess. I tried many many solutions and none
of them are working. I finally narrow down the problem and could not solve
it, hope some people can help me out with it. I noticed under
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\RemoteAccess\RouterManagers,
there is a subkey called IP. Microsoft wants me to make sure there is an IP
subkey, but if I have TCP/IP installed, the RRAS will not able to start and
having error code 02. However, if I uninstall TCP/IP, the RRAS start
normally without error. So, if I delete the IP subkey, RRAS can start too,
but event log didn't state that the RRAS start successfully. So, any
solution that I can have TCP/IP installed and without conflict with RRAS ??

I fixed this problem. After the deep investigation, inside the device
manager, there are few WAN Miniport (IP) #2, #3 with yellow exclaimation
marks. I followed the KB810979 to get rid of all WAN Miniport (IP) devices.
And then removed about 65 Adwares from the computer. Once these things are
fixed, RRAS, VPN and TCP/IP all working again.

The above solution is for Event ID 20103, Source: RemoteAccess,
Description: Unable to load c:\Winnt\System32\iprtrmgr.dll. I know KB299013
is fixing the Event 20103, but the Source for KB299013 is Router, not
RemoteAccess. If KB299013 not working, you can try KB810979. If this method
cannot solved the RRAS problem, then I can't help much. But at least this
solution works for me and fixed the RRAS cannot start problem. Good luck to
