Can anyone suggest a graphics program that can take a line of type and bend
it into a circle or semicircle?
Alternatively, I seem to remember seeing on online facility for doing this.
Does anyone know the URL.

I usually use the "Put on Path" option from the text menu in Inkscape -
maybe overkill if you were looking for a program simply dedicated to
text effects though.

Brilliant, and thanks for the sample. I've never used Gimp because I didn't
want yet another graphics program, but at last I am convinced it's worth
getting. I'm about to download it now.

I've got it now. There's nothing on the webpage to say it will work in XP,
but I'll give it a go.
