Round Numbers to the nearest thousand

Users will enter a construction cost. This construction cost must be rounded
to the nearest thousand (up where the fraction is $500 or more, down
otherwise), so that the next calculation can be performed on it properly. How
do I make this happen, for both display and caculation purposes?

How about using an expression like

Round([Cost] / 1000) * 1000

?
