Rotating Images in XP Viewer

for some reason, one of my pc's won't rotate every jpg
image. Don't understand why. It will rotate the same
image on a different pc (both using windows xp home).
Please explain why & how to fix.

What happens when you attempt to rotate the .jpg?
Do you receive an error? What is the error?
