Hello

I'm sure this question has been asked a thousands of

please explain to me how I can stop root hints from
repopulating?

Actually you can just check the box on the bottom of the Forwarders tab to
not use them instead of killing them.

Trying to delete them may not work since they will reappear automatically,
which is by design:

Just to clarify Ace's reply, Check the box "Do not use recursion" on the
forwarders tab.
This box means the same as "Do not use Root Hints" or "Use only the
Forwarders defined"
It is by design that the root hints are automatically updated, as under most
circumstances you need them for internet resolution.
