I need to make a rollover picture, where you have a
picture and then when you put your mouse over it, it
turns to another picture
 
Do a search for JavaScript Image Swap scripts.

Select picture and then >Format >Dynamic HTML. Use the
DHTML toolbar and choose >Mouseover >Swap Image

1. Add both pictures to your FrontPage Web.
2. Add the "normal" picture to your Web page.
3. Display the DHTML Effects toolbar.
4. With the "normal" picture selected, make the following
selections on the DHTML toolbar:
On: Mouse Over
Apply: Swap Picture
<Choose Settings>: Choose Picture
5. Use the resulting Picture dialog box to select the
"rollover" picture, then click Open.
