rollover buttons

I now know that hover buttons arent visible to all.
What i want is two buttons (of my own image) on my index page to take the
visitor to separate language versions of the site.
How can i do this so that everyone can see them. (FP 2000)
 
Create 2 images in graphic application, import, then insert on your page, then create hyperlink from
them, etc.

Personally, I see no need to have roll over image links.
