Roll up sheets

I need to create a master spreadsheet that has multiple workbooks that
roll up. The master sheet would have access to all info in other
sheets, below it there would be 3 separate workbooks that would share
their info with the master sheet. Below each of the three
spreadsheets they would each have 3 workbooks. All users that use the
lower level sheets should not be able to have access to any other
sheet.

How would I do this?
