I have a NVIDIA 8800GTX card and have always upgraded whenever a new
driver was made available. Stayed clear of Beta drivers for any
hardware unless forced to. Running Vista Ultimate 32 Bit
I have had for some months, an inability to open the NVIDIA Control
panel but as everything was running fine, I didn't worry. Decided the
time was right to fix this glitch.

NVIDIA Support was EXCELLENT, fast and pertinent. As I suspected, the
problem has no doubt come about by not fully uninstalling the old driver
before installing the new. I am sure we are all guilty of that and get
away with it most times.

Anyway, reason for this post, is they directed me to download the
following and to install it after removing the old drivers. There is a
tool for complete driver removal now! The below is the Video driver
they pointed me to. I was running 175.16 but the control panel problem
had been there through the last 3-4 drivers

http://us.download.nvidia.com/Windows/174.74/174.74_geforce_winvista_32bit_english_beta.exe

My problem is fixed and more to the point, this driver has been ROCK
steady for the past few days. I think I will keep it!
