Rise of nations can't even start

Just purchased Rise of Nations, installed fine, no problems. But everytime I
try to run it my hard drive ticks around for a few moments as if it's loading
up, but then stops and nothing happens. No splash screen, no errors,
nothing. Updated drivers, tried closing programs that might be causing some
issue, still nothing. If I set the compatability for Windows 2000 or 95
(ugh) I can get the splash screen before I get a "RoL has encountered a
problem and needs to close..." Any ideas?
