I don't know if you have your answer yet, but here goes:
First question - For RIS to work, does DHCP have to be on the same server as
RIS, or will any DHCP server on the network work?

Ris can be on a DC, a DHCP server, or just a member server that is
authorized.
Second - When I put the RIS boot disk in, I keep getting an error of "No
reply from a server.", even though I have an authorized DHCP server on the
same box. Has anyone run across this problem.

Yes, this is a common problem with new installations. You must check the
box that says "respond to client requests" and clear the box about "do not
respond to unknown clients" unless you have prestaged your clients.
Do a Start>Run>"RISETUP -check" (without quotes, click OK).
Are your other clients getting ip leases from dhcp?
Is the RIS client on the same subnet as the RIS server?
What brand of nic is on the client?
Are you sure the ip addresses available in the dhcp scope are not already in
use on the network?
Watch the client very closly to see the exact message at failure.
Can you hit F12 to start the RIS without using the boot floppy?
Here is the error I'm getting from Event Viewer:
The Remore Installation service encountered an error while attempting to
connect to the directory service via the global catalog.

This sounds like a little deeper problem.
I found this message which may help:

The casuse of your issue is These error messages are caused by removing NTFS
permissions for the System account or the Administrators group on the Image
folders.
To resolve your issue add NTFS permissions for the System account or the
Administrators group to the Templates folder and files located at:
\\<Servername>\REMINST\Setup\<Language>\Images\<Imagename>\I386\Template
If you want to control which users can install certain images, remove the
Everyone group permissions from the specific Image.sif file in the Templates
folder, and then apply specific group or user permissions to the .sif file
while keeping the Administrators group or System account intact.
