RIS failure: "The file expand.exe was not copied correctly"

We are running into a show stopping error when attempting
to RIS client computers from an image on the server. The
server is running Windows 2000 Server 5.0.2195 with SP 3.

We have tried to use RIS to install Windows 2000
Professional with SP 3 on four or five different client
computers including both Latitude C600 and Optiplex GX110
machines - the setup fails every time with the same error
message. (The RIS image has been entirely rebuilt from a
new Win 2k Pro SP3 cd with no change in the results):

The file expand.exe was not copied correctly. The file
placed on your hard drive is not a valid W2000 system
image. If you are installing from a CD, there may be a
problem with the Windows2000 CD.

The steps taken with the various client machines are
identical:

1. Delete the PC account ACCOUNT-NAME using AD window
2. Insert the Remote Boot Floppy Disk in the client PC
3..Change the Boot sequence
4. Boot the PC
5. Type ACCOUNT-NAME then select Location after entered
admin account and its password
Press Enter
6. It shows like below
ACCOUNT-NAME
OU=LOCAL-OU, OU=USERS AND CLIENTS, DC=DOMAINNAME,
DC=COM
7. Remove the FD and press Enter
8. Blue screen up
on the top of the screen, the title is "Windows 2000
Set up starts"
on the bottom of the screen, "Setup is loading files"
then "Setup is starting Windows 2000)
9. the title changes to "Windows 2000 Professional Setup"
on the bottom of the screen, "Searching for previous
setting"
then "Please wait while setup formats of the partition"
then " Please wait while setup copies files to the
Windows 2000 installation folders."
right end (Copying) many files and changes to "Creating
list"
10. Indicator appears in the middle "Setup is copying
files" 13%
11. Soon blue screen appears
Windows Professional Setup
The file expand.exe was not copied correctly. The file
placed on your hard drive is not a valid W2000 system
image. If you are installing from a CD, there may be a
problem with the Windows2000 CD.
To retry, press Enter
if you still continue to receive this message,
contact your W2000 supplier or system admin.
To skip this file, press Esc
if you skip this file, set up may not complete and
W2000 may not work properly.
To quit setup, press F3
12. Press Enter, nothing happens.



If the remote installation is continued by skipping the
file by pressing ESC in step 11 above then no more errors
are encountered but when the machines try to reboot with
W2000 it fails due to the missing file "ikernel.exe".
