Ripping mp3s with WMP 10

I have WMP 10 installed on my new XP Pro system. I guess I don't have the
proper mp3 encoder installed (and I'd rather not buy one as suggested from
the Windows website) to rip CDs to mp3. I thought the latest version of WMP
now provided for this so I downloaded the latest version from MS and
installed it. Still no mp3 rip. So I found my old copy of lame_enc.dll and
put it into windows/system and windows/system32 and still no mp3 rip. I
would love some suggestions. Thanks!

WMP 10 rips mp3's just fine for me and I don't recall having to download
anything special. Did you change the rip options to MP3?

To Rip a CD
Open WMP10
Click on Rip Tab
Insert Music CD if not done so already
Select track you would like to rip
Select Rip music (Located on the right side near the top)
Then choose rip options (wma, or mp3)
and away it rips.

I did change the rip options mp3 but I still get the following message when
I try to rip:

"Windows Media Player cannot rip the track because a compatible MP3 encoder
is not installed on your computer. Install a compatible MP3 encoder or
choose a different format to rip to (such as Windows Media Audio)."

The situation is a little strange because very recently at work we upgraded
to Windows XP which had WMP9. That would definately not rip to mp3s. So I
downloaded WMP10 from the MS site and it would then record mp3s fine. On my
new home Windows XP machine which I just got from Dell, I have never been
able to rip mp3s. I even reinstalled it from the MS site. Then I copied the
lame_enc.dll from my old W98 machine which didn't work either.

Could this possibly be some kind of Dell branding?

Aside from loading the dll file, is another operation necessary?

I just ripped a music CD again it was able to create it to a WMA file and to
a mp3 file.
I do not have any encoders installed on this machine. This is a freshly
installed Windows XP Pro SP2 machine not OEM.
With No additional 3rd party software installed.
 
I found out that if I rip to mp3s with a higher bit rate than 128 kbs, it
works fine. At 128 kbs I get the error message as previously described!
Weird....
