Rights to use a USB scanner?

I have a couple of users that are having issues operating their directly
attached USB scanners here at work. I'm not sure if there is some kind of
security policy in place or what. Any ideas as to what I should look for?

Well does the scanner work with the built in Windows XP tools? If not, and
it requires 3rd party programs to operate, then it's time to ask that 3rd
party what rights their application needs to run under - and to throw their
scanner away and shop elsewhere if they say "Administrator".
