Rights to logon locally to certain server

I need to provide 'right to logon locally' to a certaingroup on my Win2K
server.
If I apply that setting on Local Policies, obviously the 'effective setting'
is the one enforced by the Domain level (not logon locally).

How can I grant that right on the local machine then ? I'd prefer to avoid
creating an OU and doing that from GPOs, if possible.
 
If it is being blocked by the default Domain policy then
change that policy to allow the group to access locally.

My Domain Policy states that:
Logon locally:Everyone, Domain Admins

The effective permissions on my server reflects that.
If "Everyone" has the right to logon locally, does that mean that any user
would be able to logon to a server then ??
