rights to access tsadmin.exe

I am attempting to configure our help desk with the
ability to access tsadmin and remote the sessions end
users have running. I have been unable to get this to
work without granting the helpdesk local admin rights on
the server.

What rights are required to run tsadmin.exe? Is there an
MMC snap-in that will allow only for remote control of
users sessions?

In your terminal services configuration, double click on
your rdp-tcp connection and then click on the permissions
tab. You'll need to give your help desk users the ability
to manipulate TS sessions, so adjust their permissions on
the rdp-tcp connection accordingly.
