We have Windows 2000 Advanced server setup for our users.
It is configured as a domain server

Our users are setup in the users group. However I would
like to have the users be able to run defrag without
having administrator rights to other applications/files.

I have tried to set it through the security settings of
the program (on the users system)but to no avail. It seems
that the domain
rights supercede the rights on the system.

Is there a way to set this for only this file and not the
others?

Users are running Win2k pro

Have you tried using Autodefrag?
Search the web for it. You can schedule it to run certain nights of the week
under the admin account. As long as they leave to computer on over night it
will run automatically.

You might get your users used to leaving their computers on one night of the
week. That night you can defrag their hard drives and if you use any kind of
patch management software you can have that run later the same night.
