It forces a redraw of the desktop display.

An example of using it:

You have the desktop set to sort desktop items by name. You add a few new
items and by right clicking the desktop and using "new" or by dragging a
file or folder to the desktop. The new objects are located exactly where
you created or dropped them. Right click/Refresh will redraw the desktop
with the new items positioned properly among the already existing
(alphabetical) objects.
