Rightclick Menu display

The "save target as" in the rightclick menu is not showing when I try to save
mpegs from the net. I know its probably an easy fix but I can't figure it
out. any HELP?

Or this:

Check that the file comdlg32.dll file is registered:
Go to Start => Run and type in:
"regsvr32 comdlg32.dll" {without the quotes and with a single space
before comdlg32.dll}
Click the OK button.
