right click "send to mail recipient" does not attach file to email

can't get the right click "send to mail recipient" to attach files to
emails. It's worked for years and suddenly doesn't. I don't know of
anything I've done that would cause this.

The "send pictures via email" and "send email" boxes appear but the
email never appears.

I tried to restore my system, but alas, it will not restore and says I
am missing the necessary files to run a restore. (tried all the
Microsoft fixes)

Any ideas? It's very frustrating having to use the file insert
feature on my emails.

I'm using XP home with Outlook 2003.

already tried these sugesstions. any other thoughts?
