Right Click problem

Hi,
I have a windows adv serve with SP4. From couple of days i
am facing one strange problem. Whenever I right click on
desktop icons like MY COMPUTER or NETWORK NEIGHBOURHOOD,
and click on properties, property page appear for split of
seconds and get close automatically. I have checked for
virus also but couldnt found any. Pls help me to sort this
problem

you can run regsvr32 ncpa.cpl in command-line .After doing so ,you right-click the neighbourhood icon to see if this phenomenon appears again.
 
Could you explain what this is suppose to do???????
