Right click on program icon does not show menu

I just installed XP Pro and there is a problem with right clicking on the icons in "Start" --> "Programs". I usually just right click on a program say for example Microsoft Word and then click Send to Desktop to create a shortcut. But when I "RIGHT" click on any application such as Microsoft Word nothing happens. Everything is fine with the left click as it opens the program as usual. It's only the right click that's affected and it's only under the "Start" --> "Programs" menu. When I right click anywhere else the right click works fine. I also noticed something else. I have 3 PCs with XP Pro installed on all of them. One where the right click does not work at all as mentioned above, and two others where the Right click works in "Start" --> "Programs" at first, but after enabling Cleartype the Right click no longer works. Even after disabling the Cleartype, the right click still does not work. Any help would be very much appreciated.
 
Hi Reed,

Right click the Start button, select Properties, Customize. Scroll through
the options on the Advanced tab and put the check mark back in Enable
dragging and dropping.
