right click on icon, find target no longer works

As the message title states,when I right click on a desktop icon
shortcut and click on the find target box nothing happens.

Possibly related when I download a program , after the download
complets, a box pops up

1 allowing running the program
2 open the folder where the program was saved
3 close

Number 2 opening the folder where the program was saved no longer
works. Clicking on open folder just closes the box

Searched the Microsoft Knolwledge base, came up with a reference to
windows 98 not helpful

This might apply.

Right-click is slow or weird behavior caused by context menu handlers:
