right click functions disable

When i right click on a folder or my computer and select any of the options
like properties or sharing and security nothing happens... works fine on
shortcuts.. I'm using and OEM install of xp sp2 on a dell dimension e510..
thought it was a tweak program that was installed so i removed it and still
nothing. any ideas? thanks a bunch.

Right-click is slow or weird behavior caused by context menu handlers -
