RidManager questions

When I do a dcdiag, all my DC's report successes with the RidManager test,
except one DC which reports that less than 10% available RIDS in the current
pool.

Why would the other DC's not report the same problem? The DC which is
reporting this problem is not even the actual RIDManager role owner, so I'm
wondering why only one DC would pick up on this warning?
 
Each DC holds a RID pool. This pool consists of 499 RIDs (in three of four
tested [by me] domains). When a DCs RID pool drops below 100 it gets
another 500 (499). You're getting this warning because that particular DC
hasn't been able to contact the RID master and retrieve additional RIDs.
This suggests a DNS or connectivity issue with this DC and the RID master.

Perform some elementary diagnostics on this DC, e.g. dcdiag, netdiag,
replmon, etc.
