RID not working after Disaster Recovery

I am testing out on our test domain that if all our domain controllers got
corrupted how would we retrieve active directory and network back online
again. We would have backups of the system volumne and system state backup
of our domain controllers.

So i have installed windows 2000 on a new hardware (dissimilar hardware to
the DC's) then restored the backed up system volume and system state and
then as its dissimilar hardware had to in an in place upgrade repair of the
installation. Afterwards did some registry changes as mentioned in the MS
263532. Restarted the server, I can log into the domain know but in the
eventviewer i get the error message with event id: 16650. I can see aduc
but cannot add any new users or computers to the domain, which seems to
suggest theres something wrong with the RID master. How would i get the RID
master to work. I have tried transferring the role to itself but does not
allow it. Is there anything else that I can do. I have read some article
that when installing windows 2000, i should do the restore first and then
service pack it, anyone heard of this. Its definitely a problem with the
RID master how do i get this to work.
