ribbon in outlook 2007

could you tell me how to:

maximize the ribbon, put quick access toolbar underneath it, and fix (freeze
slang) them?

Double-click any tab to maximize it. Click the down-arrow next to the QAT
and select the option to put it below the Ribbon. I don't think it can be
locked...you'll just have to not change it.
