Generally you can directly from Vista without issue by:

1. Insert the disc you wish to rewrite in the drive and let it spin
up to speed.

2. Use Windows Explorer to locate the CD/DVD drive, right click.

3. The menu choices that pop up should include an erase option.

As far as "burning" it depends what you mean. Use can generally copy
music or photos easily by going to Explorer then selecting which files
you want then right click and select from the send to option,
selecting your CD/DVD drive. You can also open files in Photo Gallery
and select Burn.

Making "movies" really depends on how you want to play them back. If
you simply want to copy movie files the above method should work.
However if you want to MAKE movies, ie edit them, and then also have
them play back through a CD/DVD player so they can be played off a
connected TV then you can use the included Movie Maker (also DVD
Maker) on some versions of Vista or way better, use third party
software designed to do a much better job, faster, better, easier.

The right-click option to erase would be say Format.

As for how to burn DVD's, like Ringmaster said, it depends on what your
burning and how you plan to use the DVD once burned. For basic file copying
Vista is adequate but 3rd party programs generally do it much better.
