Revised Question: New User Logon Trouble

I was mistaken when I said the problem with getting new users logged in only
occurs after applying service pack 4 to our Windows 2000 Pro systems. I
checked this with a system that hasn't had the service pack applied and it
is happening there too. To review, I reset the RestrictAnonymousAccess key
to 0 in the registry with no help.

We've gone through a number of prescribed steps for securing our system.
This includes removing the everyone group from access to everything. Could
this be the problem? If so, what does "Everyone" need access to that will
resolve the issue?

In case my other message does not appear, the trouble is this: New users
logging into the system get the message: "You do not have permission to
change your password." After their first login with the option to force
them to change their password enabled. This is in a workgroup environment.
